Building Codes Official

General Description

This is responsible and technical work in ensuring compliance with the Township’s building, housing, zoning and property maintenance regulations. Employees in this class are required to review plans and conduct field inspections for compliance with code requirements. This position investigates complaints and conducts routine inspections of dwelling units. The employee reports directly to the Director of Community Development. The work requires the employee have good knowledge, skill and ability in review of plans and permit application, the inspection of properties, and the enforcement of applicable codes.

Essential Job Responsibilities

  • Enforces building and property maintenance codes as provided in the Radnor Township Code by conducting inspections and interpretation of the codes.
  • Performs plan review to ensure Pennsylvania Uniform Construction Code (Pa. UCC) compliance for submitted Commercial and Residential Building, Plumbing, Mechanical, Energy and Commercial Accessibility permit applications.
  • Reviews and analyzes records, property folders and relevant Township Codes; establishes and maintains records; provides written and oral reports to the Director of Community Development.
  • Perform inspections of commercial and residential properties for the issuance of Certificates of Occupancy.
  • Respond to emergencies and accidents involving damage to buildings and structures.
  • Receives and investigates complaints and inquiries made by Township residents; interviews complainants to determine whether a complaint is justified and recommends action based on information obtained.
  • Respond to questions, complaints, and requests for meetings from our Residents, Business Owners, and Contractors/Builders.
  • Perform related work as required or as directed by the Director of Community Development, including but not limited to the maintenance of accurate inspection records and files, preparation of correspondence and reports to summarize the results of investigations, and issues correction notices and citations as required and represents the Township in District Court.

Qualifications

Applicants should have at least 5 years of progressively responsible experience in building inspection and construction or a related field. A High School Diploma is desired; a degree from an accredited four year college or university is preferred. An equivalent combination of education and experience demonstrating knowledge of building codes and inspections will be considered.

Must be certified and maintain certification in related areas in accordance with the certification standards of the Commonwealth of Pennsylvania and obtain other related certifications as required by the Township.

Knowledge of all applicable codes related to building, fire, health and other related codes; ability to inspect buildings and to recognize deviations from code and safety regulations.

Ability to read and understand complicated plans, blueprints, construction sketches and drawings; ability to communicate effectively orally and in writing.

Essential duties of the Code Official shall include code compliant inspection in accordance with the Pennsylvania Uniform Construction Code (Pa. UCC) and other ordinances as adopted by Radnor Township. Perform comprehensive plan review for ICC and zoning compliance.

Perform safety inspections relating to construction permits and complaints as they relate to the Property Maintenance Code. Conduct rental housing inspection and investigate quality of life issues.

Candidates must have strong communication and conflict resolution skills and ability to manage a complex work schedule. Should have basic computer and time management skills and must have ability to work without supervision. Candidate must maintain their current certifications and obtain additional certification(s) as directed and authorized by the Director of Community Development.

Certifications

Preferred Certifications:

  • Pa UCC Certification(s) for Commercial Building, Plumbing, Mechanical & Energy inspections and plan review.
  • Pa UCC Certification as an Accessibility Inspector and Plans Examiner.

Desired Certifications:

  • Pa UCC Certification(s) for Residential Building, Plumbing, Mechanical and Energy inspections.
  • Pa UCC Certification as a Fire Inspector
  • ICC Certification as a Housing and Property Maintenance Inspector. Functional knowledge of the applications and operation of Geographic Information Systems desired.

Excellent negotiation, written and interpersonal communications skills, with the ability to deal effectively with the general public, elected officials, contractors, fellow staff and employees.

This is a generally light to moderate work, employee must occasionally lift and/or move up to 40 pounds, must be able to sit for up to 4-8 hours, stand for 2-8 hours, and walk for up to 2-8 hours a day.

Ability to bend, stoop, climb, squat, lift, push/pull, and reach above shoulder level, for up to 40% of the day. Ability to use hands for simple grasping and fine manipulation of objects, tools and equipment including repetitive work involving the arms, hands, and fingers.

Must maintain a valid Pennsylvania Driver’s License.
