Part-Time Meter Inspector

General Description

This is a part-time position reporting directly to the Supervisor of Parking and Auxiliary Services of the Police Department. Work involves patrolling assigned areas in the Township on foot to inspect for violations of meter/kiosk parking and other violations, which includes issuing traffic summonses to violators. This position on occasion will collect parking meter/kiosk receipts and requires regular collaboration and interaction with Township staff, regular contact with the general public, and a moderate degree of latitude for exercising independent judgment in carrying out many job tasks. The position’s hourly rate is $19.

 

Essential Job Functions

  • Ability to function for long periods in an outdoor environment that includes cold, heat and precipitation.
  • Ability to transport and operate handheld computer and printer for parking ticket violations.
  • Knowledge or the ability to quickly learn detailed terms and the administration of the Township ordinances relating to parking enforcement.
  • Ability to learn to troubleshoot electronic meters/kiosks as well as, collect coins from coin boxes contained in said meters/kiosks.
  • Collect meter/kiosk receipts (coins/bills) as needed in the general parking areas in Radnor Township, tallies, receipts and deliver collections to the bank.
  • Prisoner watch (turn key) duties.
  • Repairs meters/kiosks as needed; packages and ships non-repairable meters to vendors.
  • Installs, replaces, and coordinates meter/kiosk equipment adjustments.
  • Issues parking tickets and citations via handheld electronic device or booklet.
  • Inputs, downloads, and formats data from handheld and office computer devices.
  • Installs and transports traffic safety and patrol equipment as needed (speed board, scales, etc.).
  • Occasionally open and distribute incoming mail.
  • Acts as school crossing guard when assigned.
  • Perform related duties as required.
  • Assist in general duties within the Township as needed.

 

Required Knowledge, Skills, and Abilities

  • Ability to understand and carry out oral and written instructions and to quickly learn traffic safety standards, parking regulations, parking violations procedures.
  • Sufficient physical strength and endurance to perform daily walking patrols.
  • Sufficient physical strength to move large amounts of change (up to 50 pounds).
  • Ability to bend, stoop, climb, squat, lift, push/pull, and reach above shoulder level, for up to 40% of the day.
  • Ability to drive an automobile.
  • Outstanding interpersonal communication skills, with the ability to interact tactfully, courteously, and effectively with department heads, supervisors, and other employees, and the public.
  • Typing and writing skills, with the ability to prepare clear and concise notes, memoranda, and reports in a timely manner.
  • Ability to operate a personal computer, copier, fax, postage and other office machines.
  • Ability to perform job duties under a variety of working conditions, including occasional stressful situations and to exercise sound independent judgment.

 

General Working Conditions

  • Sitting, standing, bending, kneeling, pushing, pulling, twisting, lifting, carrying, walking, driving, and certain repetitive motions required on a regular basis.
  • Position requires individual to be mainly subject to an outdoor environment, which includes being subject to all weather elements. During extreme weather conditions, employee will be directed to an indoor environment, which includes the following: computer/keyboard/monitor, laser jet or ink jet printer, telephone or headset, copy machine, cell phone, paper shredder, paper cutter, specialized computer software, computer scanner.
  • Work schedule may include some weekend hours.

 

Minimum Requirements of Training and Experience

  • Must be at least 18 years of age
  • High School diploma or equivalent required, college degree a plus.
  • Must have a valid Pennsylvania Driver’s License at the time of employment
  • Willing to continue education and training, expand skills, attend seminars and workshops and individual study.
  • Must pass a pre-employment physical examination, including a drug test, and pass a criminal background and credit check.
